APRIL 17: Chief Minister Omar Abdullah, chaired a high-level review meeting at the Civil Secretariat to assess the progress of the Holistic Agriculture Development Programme (HADP), aimed at transforming the agricultural landscape of Jammu and Kashmir.
The meeting saw participation from Minister for Agriculture Production Department Javed Ahmed Dar, Chief Secretary Atal Dulloo, Additional Chief Secretary to the Chief Minister Dheeraj Gupta, Principal Secretary APD Shailendra Kumar, HADP Mission Director Rahul Yadav, and other senior officials. All Deputy Commissioners and progressive farmers joined the session via video conferencing from their respective district headquarters.
Calling HADP a transformative movement rather than a mere policy, CM Omar Abdullah stated that the programme envisions building a sustainable, ₹1 lakh crore agri-economy in J&K by 2030. He emphasized that progressive farmers are central to this transformation, and their success stories are proof of change at the grassroots. “Village by village, farm by farm, change is unfolding,” he said.
The Chief Minister underlined the importance of digital innovation, highlighting tools like AI-based advisories and real-time monitoring systems that are making agriculture smarter and more data-driven. “We are redefining how governance reaches the grassroots,” he noted.
Mission Director Rahul Yadav shared a comprehensive overview of HADP, including the swift preparation of 29 Detailed Project Reports (DPRs) in just four months. He said the programme aims to shift agriculture in J&K from a subsistence model to a modern, commercially viable sector.
The meeting discussed key challenges, including low productivity and income, and deliberated on solutions through HADP’s phased implementation: Phase I – Outreach & Awareness, Phase II – Onboarding & Seeding, and Phase III – Grounding, Monitoring & Evaluation.
Several ongoing initiatives were highlighted, including the Daksh Kisan programme, district-wise performance rankings, and Knowledge Systems (KS) documentation. A number of digital platforms were launched by the Chief Minister to enhance transparency and farmer engagement, including the HADP Kisan Saathi Portal, AI-based Credit Scheme Advisor, Online DPR Generator, and the JKCIP Dashboard.
CM Abdullah also released the first edition of the HADP Insights newsletter and inaugurated over 1,800 Kisan Saathi Applications, along with conferring 10,765 Daksh Kisan Skilling Certificates.
In a concluding interaction, the Chief Minister engaged with progressive farmers from across districts, lauding their role in driving grassroots agricultural reforms.
