May 15, 2025 — Union Minister of State for Rural Development and Communications, Shri Chandrasekhar Pemmasani, has urged all states to expedite the integration of Aadhaar numbers with Records of Rights (RoRs) to enhance land ownership authenticity and streamline benefit delivery under schemes like PM-KISAN and Agristack.
Inaugurating a two-day National Workshop on Survey/Re-survey under the Digital India Land Records Modernization Programme (DILRMP) in Guntur, Andhra Pradesh, the Minister stressed that outdated and inaccurate land records remain the root cause of over 66% of civil litigation in lower courts. He highlighted the urgent need to overhaul land governance through digitization, re-surveys, paperless offices, and seamless Aadhaar integration.
To address these challenges, the Centre will undertake a centrally coordinated, technology-driven land resurvey initiative. The nationwide programme—spanning five phases—will begin with 3 lakh sq. km. of rural agricultural land, backed by a ₹3,000 crore allocation for the first phase. Leveraging drones, AI, GIS, and high-precision tools, the initiative aims to deliver transparent and current land records efficiently and at a fraction of traditional costs.
Shri Pemmasani underscored that accurate land data empowers economic development by facilitating access to credit, enabling investment, and reducing disputes. He also announced NAKSHA, a parallel project for mapping urban and peri-urban lands, already covering 150 urban local bodies.
The Minister urged states to digitize their registration and Revenue Court Case Management Systems to bring transparency and accountability. “Land is not just a resource—it is dignity and security for millions. Let’s move from Bhu-vivad to Bhu-vishwas,” he concluded, calling for Centre-State collaboration to build a reliable, inclusive land record system.
