India and France Finalize Deal for 26 Rafale-Marine Aircraft, Strengthening Naval Capabilities

APRIL 28: The Governments of India and France signed an Inter-Governmental Agreement (IGA) for the procurement of 26 Rafale-Marine aircraft, consisting of 22 single-seater and four twin-seater jets, to enhance the operational capabilities of the Indian Navy. The comprehensive agreement includes provisions for training, simulators, associated equipment, weapons, and performance-based logistics support, as well as additional equipment for the existing Rafale fleet of the Indian Air Force (IAF).

The IGA was signed by India’s Defence Minister, Shri Rajnath Singh, and France’s Minister of Armed Forces, Mr. Sebastien Lecornu. The signed copies of the agreement, along with the aircraft package supply protocol and weapons package supply protocol, were exchanged in the presence of Defence Secretary Shri Rajesh Kumar Singh at Nausena Bhawan in New Delhi.

The deal aligns with the Government of India’s vision of Aatmanirbhar Bharat, focusing on self-reliance in defense manufacturing. It includes a significant Transfer of Technology (ToT) for the integration of indigenous weapons in India. Additionally, the agreement will establish a production facility for Rafale fuselages, as well as Maintenance, Repair, and Overhaul (MRO) facilities for aircraft engines, sensors, and weapons in India. This will not only improve the operational readiness of the Indian Navy but also generate substantial employment opportunities and revenue for the nation’s Micro, Small, and Medium Enterprises (MSMEs) involved in setting up and operating these facilities.

Manufactured by Dassault Aviation, the Rafale-Marine is a carrier-based combat aircraft known for its robust operational performance in maritime environments. These aircraft will significantly bolster the Indian Navy’s air power at sea, adding a potent force multiplier to the Navy’s aircraft carriers. The delivery of the Rafale-Marine aircraft is expected to be completed by 2030, with Indian Navy personnel undergoing training both in France and in India.

The commonality between the Rafale-Marine and the Rafale aircraft already in service with the IAF will enhance joint operational capabilities and optimize training and logistical support for both the Indian Navy and IAF. This procurement will further strengthen the strategic air superiority of the Indian military, ensuring a unified and effective force for both land and maritime operations.

This landmark agreement is a crucial step in reinforcing India’s defense capabilities, enhancing self-sufficiency, and reinforcing the country’s commitment to maintaining robust national security.
