MAY 01: Commissioner Secretary, Housing and Urban Development Department (H&UDD), Mandeep Kaur, along with Commissioner, Jammu Municipal Corporation (JMC), Dr. Devansh Yadav, undertook an extensive visit to key animal care facilities in Jammu to assess ongoing activities under the Animal Birth Control (ABC) program.
The visit included detailed inspections of the Municipal Animal Care Centre in Roop Nagar and the SPCA Animal Care Centre in Chowadhi. The duo reviewed the functioning of the ABC program, inspected treatment areas, and took stock of associated civil infrastructure and operational requirements.
At the Roop Nagar centre, Mandeep Kaur and Dr. Yadav closely examined the condition of stray animals currently undergoing treatment. They interacted with veterinary personnel, reviewed animal welfare records, and observed the sterilization procedures in progress. Mandeep Kaur highlighted the urgent need to ensure hygienic surroundings, provide prompt medical attention to sick and injured animals, and maintain compassionate handling practices at all times.
She also instructed the veterinary staff to maintain updated and accurate records of all treatments and sterilizations. Emphasizing the importance of outreach, she called for expanding the ABC program’s reach to cover more stray dogs, thereby aiding effective population control and promoting public safety.
Later, the officials visited the SPCA Centre in Chowadhi, where they reviewed the under-construction ABC unit. This upcoming facility is anticipated to significantly enhance the sterilization capacity of the city, helping scale up operations to manage the stray dog population more efficiently.
Commissioner Secretary Mandeep Kaur directed engineering and veterinary teams to expedite construction and ensure that all infrastructure and operational aspects are completed on time. She emphasized the need for seamless coordination between civil, electrical, and veterinary divisions to achieve early functionality of the new facility.
Accompanying the senior officials during the visit were Abdul Star, Joint Commissioner (Health and Sanitation); Dr. Gaurav Chowdhary, Animal Welfare Officer; Ashwani Mitra; DFO Urban; and executive engineers from various divisions of JMC. The presence of these key officers ensured a comprehensive review of all technical and administrative aspects of the ongoing projects.
The visit underscores the administration’s commitment to improving animal welfare infrastructure and ensuring effective stray animal population management in Jammu.
