Training Programme Held to Boost Efficiency of Newly Appointed Registrars in J&K

MAY 05: To build institutional capacity and enhance the technical competencies of officials engaged in property registration, the , in collaboration with the Revenue Training Institute, Jammu, conducted a one-day sensitization-cum-training programme.

The training focused on registration of documents through the National Generic Document Registration System (NGDRS), in alignment with the Registration Act, 1908, the Stamp Act, Samvat 1977, and other prevailing rules and procedures. The programme saw participation from over 30 officers in-person and more than 50 virtually, including newly appointed Registrars, Sub Registrars, Tehsildars, and support staff from across the Union Territory.

Inspector General of Registration J&K, Bashir Ahmed Bhat, inaugurated the session and lauded the department’s significant revenue contribution of Rs. 600 crore in Department of Registration, Jammu and Kashmirregistration fees and stamp duty last fiscal year. He urged participants to actively engage in the training to strengthen their legal, quasi-judicial, and administrative understanding.

Principal of the Revenue Training Institute, Sunaina Sharma Mehta, welcomed participants and highlighted the importance of continuous learning and legal orientation. She noted the training was held under the guidance of Financial Commissioner Revenue (ACS), Shaleen Kabra and the Inspector General of Registration, aimed at promoting transparency, efficiency, and public satisfaction.

The day included several expert-led sessions. P.D. Kotwal, President of the District Consumer Commission Jammu, opened with a session on legal responsibilities under the Registration Act. The NGDRS technical team explained key features of the digital platform. Representatives from Stock Holding Corporation of India Ltd. discussed e-Stamping integration. The State Taxes Department addressed errors in implementing the Stamp Act, Samvat 1977.

Further, Shwetanki Sharma, Executive Engineer (DIQC), presented valuation methods for properties. Farooq Hussain, Tehsildar Consolidation, and Ram Lal, Retd. officer, elaborated on land revenue laws relevant to registration.

Mansoor Aslam Choudhary emphasized the government’s dedication to enhancing service delivery and called on participants to apply their learning to ensure accurate and citizen-friendly registration processes.
