MAY 26: The National Centre for Good Governance (NCGG), Mussoorie, has launched the 9th Capacity Building Program for mid-career civil servants of the Socialist Republic of Sri Lanka. Held from 26th May to 6th June 2025, this two-week programme brings together 40 officers from key Sri Lankan ministries, including Public Administration, Defence, Health and Mass Media, and Education. Participants, comprising Senior Assistants, Divisional Secretaries, and Deputy Directors, represent the country’s administrative backbone.
This initiative marks the second such programme by NCGG focused on digital governance for Sri Lankan officials, underlining the shared commitment of both nations to foster efficient, transparent, and citizen-centric governance systems. The training emphasizes India’s successful adoption of digital tools and aims to equip participants with insights and strategies to implement similar reforms in their home country.
The inaugural session was graced by Dr. Surendra Kumar Bagde, IAS, Director General of NCGG, who warmly welcomed the delegates. He acknowledged the group’s diversity and highlighted the importance of the programme in strengthening digital governance capabilities. Dr. Bagde noted that the sessions are structured to offer a comprehensive understanding of India’s governance landscape, particularly the role of technology in transforming service delivery.
Dr. A.P. Singh, Associate Professor and Course Coordinator at NCGG, provided an overview of the training schedule. The curriculum includes sessions on the evolving paradigms of governance, Aadhaar, digital payments, Government e-Marketplace (GeM), cyber fraud prevention, Public Financial Management System (PFMS), and the Digital India Land Records Modernization Programme (DILRMP).
In addition to classroom learning, the programme features a series of field visits to provide hands-on exposure to India’s digital initiatives. These include visits to the Lal Bahadur Shastri National Academy of Administration (LBSNAA), a computerized land records centre in Uttarakhand, the Mussoorie Dehradun Development Authority (MDDA), and the district of Yamuna Nagar for digital governance practices. Participants will also visit the PM Gati Shakti Anubhuti Kendra, the Election Commission of India, the National e-Governance Division, and the Taj Mahal.
The programme is being coordinated by Dr. A.P. Singh, Dr. M.K. Bhandari (Associate Course Coordinator), Shri Sanjay Dutt Pant (Program Assistant), Monisha (Young Professional), and the dedicated NCGG team.
