CS Atal Dulloo Reviews Strategy

OCT 16:Chief Secretary Atal Dulloo conducted a detailed review of the “Youth Engagement: Building Tomorrow’s Leaders” roadmap, a comprehensive initiative aimed at empowering the youth of Jammu and Kashmir across multiple domains including sports, culture, education, entrepreneurship, and digital innovation.

During the review, the Chief Secretary emphasized that the plan is multidisciplinary in nature, combining traditional development pathways with modern tools to create a generation of proactive, skilled, and socially responsible leaders. He underscored the importance of youth participation in shaping the future of the region and highlighted that the roadmap is designed to be inclusive, equitable, and forward-looking.

Atal Dulloo designated the Planning Department as the nodal agency to ensure coordination among various stakeholders, while leveraging platforms like My Bharat and the National Service Scheme (NSS) to maximize outreach and impact. These platforms are expected to play a pivotal role in mobilizing youth, facilitating volunteerism, and promoting leadership skills.

The Chief Secretary instructed District Development Commissioners (DDCs) to focus on backward and underserved blocks, ensuring that the benefits of the program reach youth in areas with limited access to opportunities. He encouraged districts to identify potential leaders, nurture their talents, and provide them with platforms for skill enhancement and entrepreneurial ventures.

The roadmap also emphasizes digital innovation, aiming to connect young minds with technology-driven solutions and online learning tools. Sports and cultural initiatives are being integrated to promote holistic development, while education and entrepreneurship modules will focus on equipping youth with employable skills, self-reliance, and exposure to market opportunities.

CS Dulloo concluded that youth engagement is critical for the socio-economic transformation of J&K. The implementation of this roadmap is expected to foster a culture of participation, innovation, and leadership, empowering the region’s youth to emerge as torchbearers of progress, peace, and sustainable development.
