Digital India Milestone: Puducherry Assembly Goes Paperless with NeVA Platform

JUNE 09: Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L. Murugan inaugurated the National e-Vidhan Application (NeVA) platform for the Puducherry Legislative Assembly on 9th June 2025. This marks a significant step forward in promoting digital, efficient, and environmentally sustainable governance.

The launch event witnessed the presence of several dignitaries, including Puducherry’s Lieutenant Governor Shri K. Kailashnathan, Chief Minister Shri N. Rangasamy, and Speaker of the Legislative Assembly Shri R. Selvam. With this rollout, Puducherry becomes the 19th legislature in India to implement NeVA, reinforcing Prime Minister Narendra Modi’s vision of a Digital India.

NeVA is a mission-mode project under the Digital India initiative and is fully funded by the Ministry of Parliamentary Affairs. It enables paperless legislative operations by providing real-time access to documents, proceedings, and legislative business. The initiative aligns with the broader reforms such as ‘One Nation, One Application’, which echoes other national integration efforts like ‘One Nation, One Ration Card’ and the proposed ‘One Nation, One Election’.

Addressing the assembly, Dr. Murugan emphasized NeVA’s role in promoting transparency and public engagement in the legislative process. He stated that the platform allows citizens to witness how laws are debated and passed, strengthening democratic values.

Highlighting India’s digital progress, Dr. Murugan noted major achievements under PM Modi’s leadership: India becoming the second-largest country in digital transactions, successful welfare distribution through Direct Benefit Transfers (DBT), and significant strides under the Atmanirbhar Bharat mission—such as a 50% reduction in defence imports.

The Lieutenant Governor praised the NeVA initiative for not only enhancing governance but also supporting sustainability by eliminating the need for paper—potentially saving 3–5 tonnes annually. He lauded the integration of live-streaming of proceedings, which will allow greater public access to the legislative process.

Officials at the event also stressed the importance of training both legislators and staff to effectively use the platform. Awareness and capacity-building sessions will be rolled out to ensure a seamless transition.

The implementation of NeVA represents a pivotal advancement in citizen-centric, digital-first governance, bringing India closer to its goal of becoming a Viksit Bharat by 2047.
