Dr. Jitendra Singh Releases 70th Civil List of IAS Officers in E-Book Format, Calls for AI-Based Upgrades

MAY 19: Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences, and Minister of State for the Prime Minister’s Office, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, today launched the 2025 edition of the e-Civil List — a comprehensive digital directory of all serving Indian Administrative Service (IAS) officers. The release event, held in Delhi, marks the 70th edition of the Civil List and the fifth consecutive year it has been made available in a fully electronic format.

The e-Civil List is designed as an accessible and structured digital resource containing detailed service-related information of IAS officers posted across India. It represents a key step in furthering the government’s commitment to transparency, digital governance, and administrative modernization.

Speaking at the launch, Dr. Jitendra Singh emphasized the continued prestige of the Indian Administrative Service, noting that it remains one of the most sought-after career paths among the youth of India. He described the e-Civil List as an essential governance tool that helps ensure accountability and offers a comprehensive view of India’s top bureaucratic leadership.

Importantly, the Minister also proposed incorporating artificial intelligence (AI) into the e-Civil List to boost its functionality. He recommended the development of AI-powered search features, including qualification-based and domain-specific filters. These tools, he said, could significantly aid in identifying suitable officers for specific government missions and strategic projects. At the same time, Dr. Singh stressed that such AI features must be implemented with controlled and secure access to maintain data privacy.

He further underlined the importance of timely updates to the digital list to ensure its effectiveness and accuracy, noting that a real-time, interactive version could significantly improve decision-making within the government machinery.

The launch of the 2025 e-Civil List aligns with India’s broader digital reform agenda and marks another milestone in leveraging technology to create a more responsive and transparent administrative system.
