TRAI Seeks Stakeholder Input on Assignment of Microwave Spectrum Across Multiple Bands

May 28: In a major step towards streamlining spectrum management and strengthening India’s digital communication infrastructure, the Telecom Regulatory Authority of India (TRAI) has released a new Consultation Paper focused on the assignment of Microwave Spectrum. The paper covers a comprehensive range of bands, including 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, 21 GHz, E-Band, and V-Band.

The move follows a request from the Department of Telecommunications (DoT) for recommendations on the methodology for assigning spectrum across these bands. The initial request made in August 2022 was later updated following the enactment of the Telecommunication Act, 2023, which redefined several key aspects of spectrum management—especially for radio backhaul services, now included in the First Schedule of the Act for administrative assignment.

TRAI is now inviting comments under Section 11(1)(a) of the TRAI Act, 1997. Stakeholders are requested to provide insights on multiple critical points, including:

  • Demand and usage scope for V-band (57-64/66 GHz) and E-band (71-76/81-86 GHz), especially for “Access,” “Backhaul,” or “Integrated Access & Backhaul (IAB)”.

  • Spectrum pricing, terms, and conditions like spectrum cap and carrier aggregation for backhaul applications in the 6/7/13/15/18/21 GHz bands.

  • Potential reallocation of the 7/15 GHz bands considering possible future use for mobile broadband (IMT) post the World Radiocommunication Conference in 2027.

  • Recommendations on spectrum allocation for last-mile connectivity through Fixed Wireless Access (FWA) in non-IMT bands.

  • Guidelines for non-commercial and captive backhaul usage, including applicable charges.

  • Feasibility of low-power indoor usage of V-band devices on a license-exempt basis.

Additionally, TRAI welcomes any other recommendations that contribute to effective policy formulation for spectrum assignment in these bands.
