Transparency in Poll Finances: Expenditure Observer Holds Third Review for Nagrota Bye-Election

NOV 09: In a move to ensure transparency and compliance in poll-related financial activities, the third Expenditure Register Accounts Reconciliation Inspection for the 77-Nagrota Assembly Constituency bye-election was conducted today at the PWD Guest House, Gandhi Nagar. The inspection was led by Expenditure Observer Ashish Yadav, accompanied by Assistant Expenditure Observer Dr. Nippun Gupta and members of the election expenditure monitoring team.

The inspection was carried out in line with the notice issued by the Returning Officer of 77-Nagrota AC on October 24, 2025, which mandated periodic review and reconciliation of expenditure registers maintained by the contesting candidates.

During the session, the observers meticulously verified and reconciled the expenditure registers submitted by the candidates. Contesting candidates and their authorised election agents were sensitised about the Election Commission of India (ECI) guidelines governing election expenditure. They were instructed to strictly adhere to the prescribed expenditure ceiling limits and ensure that all financial transactions are conducted solely through their designated Election Expenditure Bank Accounts.

Emphasising transparency, the observers advised candidates to avoid cash transactions and maintain a clear, verifiable trail of expenses. Directions were also issued in accordance with the provisions of the Representation of the People Act, 1950, to ensure that the expenditure statements are accurate and updated.

Candidates were further guided to complete their records promptly and submit the reconciled registers to the designated authorities within the stipulated timeline, as per ECI norms.

All ten contesting candidates participated in the inspection meeting and expressed appreciation for the cordial and professional conduct of the expenditure monitoring team. They acknowledged the proactive guidance provided by the Expenditure Observer in promoting accountability and compliance during the ongoing election process.

The third inspection marks a crucial step in maintaining financial discipline and ensuring that the Nagrota bye-election process remains transparent, fair, and fully aligned with the ECI’s commitment to free and fair elections.
