APRIL 20: Prime Minister Shri Narendra Modi will address the nation’s civil servants on the occasion of the 17th Civil Services Day on April 21, 2025, at Vigyan Bhawan, New Delhi. This marks the seventh time that PM Modi will deliver the keynote address during the national observance of the day, which celebrates the contribution of civil services in nation-building.
To commemorate the occasion, the Prime Minister’s Awards for Excellence in Public Administration will be conferred to recognize outstanding and innovative work by Districts and Government Organizations from both Central and State Governments. These awards honor effective implementation of key priority programmes and breakthrough innovations that have directly benefitted citizens. A total of 14 awardees have been selected from 1,588 nominations after a rigorous evaluation process.
The awards include a trophy, a scroll, and a cash incentive of ₹20 lakh, which the winning district or organization can use for further development or to fill resource gaps in public welfare projects.
Prime Minister Modi will also release two e-books—one on Holistic Development and the other on Innovations, featuring success stories from across the country. A short film showcasing the winning initiatives will be screened ahead of the awards ceremony.
Civil Services Day serves as a moment for officers to rededicate themselves to public service, inspired by Sardar Vallabhbhai Patel’s iconic address to Administrative Services probationers on April 21, 1947, at Metcalfe House, Delhi—a moment that this day commemorates.
The day-long event will feature a plenary session on “Civil Services Reforms: Challenges and Opportunities”, chaired by Dr. T.V. Somanathan, Cabinet Secretary. Four breakaway sessions will also be conducted, focusing on:
- Urban Transportation, chaired by Shri Manohar Lal
- Swasth Bharat through Ayushman Bharat, chaired by Shri Jagat Prakash Nadda
- Nutrition for Women and Children, chaired by Smt. Annpurna Devi
- Aspirational Blocks Programme, chaired by Shri B.V.R. Subrahmanyam
The event will witness participation from senior officials across Central and State Governments, including Chief Secretaries, Secretaries, District Collectors, and Central Training Institution heads, reflecting a collective commitment to public service excellence and innovation.
