June 21: In a significant push to preserve Jammu’s rich heritage and boost tourism, Chief Secretary of Jammu and Kashmir, Shri Atal Dulloo, chaired the 29th Executive Body meeting of the Mubarak Mandi Jammu Heritage Society. The meeting focused on the adaptive reuse and infrastructure upgradation of the iconic Mubarak Mandi Complex, a historical jewel in Jammu’s cultural crown.
During the session, the Chief Secretary reviewed conservation efforts and proposed innovative utilization of the restored structures. He emphasized that the revival of Mubarak Mandi should not only serve as a conservation effort but also transform the complex into a vibrant cultural and tourist destination. Proposals discussed included converting heritage blocks into museums, cultural exhibition spaces, educational hubs, and cafes, all with a sustainable, tourism-driven focus.
Among the major infrastructure upgrades planned are a multi-level parking facility, construction of a new bridge from Circular Road, and installation of a vertical lift from Peer Kho to improve accessibility. To catalyze timely implementation, the Chief Secretary urged authorities to fast-track ongoing works and ensure the active participation of stakeholders, including through Public-Private Partnership (PPP) models for hospitality and service infrastructure.
Shri Dulloo highlighted the need for integrated efforts across departments, ensuring that heritage preservation goes hand in hand with modern tourism and urban infrastructure. He stressed that the Mubarak Mandi Complex, once a seat of the Dogra dynasty, holds the potential to become a premier cultural and heritage landmark not just for Jammu, but all of India.
The meeting also saw deliberations on creating a comprehensive tourism narrative around the site, connecting it with other religious and heritage circuits in the region. Officials were instructed to expedite finalization of DPRs (Detailed Project Reports), strengthen coordination with the Archaeological Survey of India, and ensure that visitor amenities and cultural programming meet international standards.
The renewed focus on adaptive reuse and holistic development of Mubarak Mandi is expected to give a major boost to Jammu’s cultural economy, attract heritage tourists, and instill pride among locals by reviving their historical identity.
