Budgam, February 24, 2026: In a significant push towards digital governance, the Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-Ud-Din Bhat, on Monday launched the ‘e-Nigrani App’ — a Constituency Development Management Information System (CDMIS) aimed at strengthening real-time monitoring and management of development works across all Assembly constituencies of Budgam district.

Developed as a dedicated digital platform, the ‘e-Nigrani App’ (CDMIS) is designed to streamline tracking, supervision, and reporting of constituency-level projects. The initiative seeks to enhance coordination between government departments and legislators while ensuring the timely and transparent execution of development schemes.

Speaking at the launch ceremony, Dr. Bhat emphasized that the introduction of the digital portal marks a decisive step toward greater transparency and accountability in the implementation of public works. He stated that the system will empower legislators to systematically monitor ongoing projects within their respective Assembly constituencies.

“The ‘e-Nigrani App’ will provide structured and real-time updates on development activities, ensuring improved oversight and minimizing unnecessary delays,” the DC said.

Comprehensive Digital Monitoring System

The CDMIS-based application has been designed to collect, compile, and securely store detailed information about development projects across the district. The portal captures key data points including:

The launch event witnessed the presence of several senior district officers, including the Additional Deputy Commissioner (ADC) Budgam, Chief Planning Officer (CPO) Budgam, Assistant Commissioner Revenue (ACR), Sub-Divisional Magistrates (SDMs), Executive Engineer R&B, District Informatics Officer (DIO) NIC, and other departmental heads.

Officials expressed confidence that the CDMIS-based ‘e-Nigrani App’ will serve as a model for digital monitoring of development projects and further streamline governance practices within the district.
