Jammu, March 25: In a high-level review aimed at ensuring uninterrupted fuel availability, Chief Secretary Atal Dulloo chaired a comprehensive meeting to assess the stock position and distribution of petroleum products across Jammu and Kashmir. The review comes amid growing public sensitivity around fuel availability and pricing.
Senior officials from key departments, including Food, Civil Supplies & Consumer Affairs (FCS&CA), Legal Metrology, district administrations, and representatives of oil marketing companies, participated in the meeting. The focus remained on maintaining supply stability while preventing irregularities such as hoarding and black marketing.
During the meeting, the Chief Secretary was briefed on the availability of essential petroleum products, including petrol (Motor Spirit), diesel (High-Speed Diesel), LPG, and aviation turbine fuel. Officials informed that the Union Territory currently holds sufficient reserves to meet public demand without disruption.
Petrol stocks are estimated to last for approximately 9 to 10 days, while diesel reserves are expected to sustain supply for around 16 to 17 days. LPG availability stands at nearly 12 to 13 days, including supplies currently in transit. Authorities assured that these figures reflect a stable and well-managed supply chain across districts.
Despite the comfortable stock position, Atal Dulloo reiterated a zero-tolerance policy against any form of malpractice. He directed strict legal action against individuals or entities found indulging in hoarding, overcharging, diversion, or black marketing of petroleum products. Emphasizing accountability, he called for enhanced vigilance at all administrative levels to safeguard consumer interests.
The Chief Secretary also instructed Deputy Commissioners to closely monitor fuel distribution within their jurisdictions and submit detailed reports regularly. He stressed that while the overall situation remains stable, it is essential to ensure that every eligible consumer—both domestic and commercial—receives fuel supplies without delay.
Special attention was given to LPG distribution, which plays a critical role in household energy needs. Officials confirmed that domestic LPG demand across Jammu and Kashmir is being fully met, with no major complaints reported. The system has been strengthened with OTP-based delivery mechanisms, ensuring transparency and reducing the risk of misuse.
In addition, the meeting highlighted the importance of doorstep delivery of LPG cylinders, particularly in remote and rural areas. Oil marketing companies were directed to maintain adequate stocks at retail outlets, distribution points, and buffer depots to avoid any supply gaps.
The Chief Secretary also reviewed infrastructure development related to fuel distribution, including the progress of the under-construction gas pipeline project. He urged concerned authorities to resolve pending issues such as land acquisition and clearances to ensure timely completion. Once operational, the pipeline is expected to significantly enhance fuel accessibility in districts like Kathua, Samba, Jammu, and Udhampur.
To strengthen monitoring mechanisms, the administration has implemented real-time tracking and daily reporting systems for fuel stocks. District-level committees and task forces are actively supervising supply chains to ensure fair allocation and transparency.
Enforcement efforts have also been intensified. Between March 17 and 23, authorities conducted over 1,400 inspections and raids across various districts. These operations led to action against violators and seizure of illegally stored commodities. Additionally, more than 1,000 public grievances related to fuel supply were addressed promptly, indicating an active and responsive administration.
As part of alternative support measures, Antyodaya Anna Yojana (AAY) beneficiaries continue to receive subsidized kerosene through Aadhaar-linked ration cards. This initiative ensures that vulnerable sections have access to basic fuel requirements.
Concluding the meeting, Chief Secretary Atal Dulloo emphasized the need for continued coordination among departments, timely grievance redressal, and strict enforcement to maintain public confidence. He assured that the government remains committed to ensuring uninterrupted fuel supply while taking firm action against any attempts to disrupt the system.
