Jammu and Kashmir Chief Minister Omar Abdullah has taken up the alleged misconduct of a senior IAS officer towards a junior Jammu and Kashmir Administrative Service (JKAS) officer with Chief Secretary Atal Dulloo, directing that the woman officer must not face any retaliatory action.

The intervention follows a controversy over a purported video of an online government meeting in which a senior bureaucrat allegedly used inappropriate language and made threats against the junior officer. The incident has triggered demands for accountability and raised concerns about professional conduct within the administration

Senior Officer’s Conduct Was Below Expected Standards

In a statement shared on social media, Omar Abdullah said the senior officer’s conduct, as seen in the circulating video, was prima facie inconsistent with the standards expected of a senior IAS officer. He added that the subsequent threats allegedly directed at the junior officer had further aggravated the situation.

The Chief Minister said he had taken up the matter with the Chief Secretary in the strongest possible terms. He also highlighted the administrative limitations arising from Jammu and Kashmir’s Union Territory status, noting that control over IAS officers rests with Lok Bhavan.

Abdullah stated that if Jammu and Kashmir were a full-fledged state, the officer concerned could have been attached to the General Administration Department pending an inquiry into his conduct

Incident During Mission YUVA Review Meeting

The controversy arose from an online review meeting held on October 14 to discuss the progress of Mission YUVA and related employment initiatives.

According to media reports, the exchange involved Kumar Rajeev Ranjan, a 2010-batch IAS officer serving as Administrative Secretary of the Labour and Employment Department, and Beenish Wani, a 2015-batch JKAS officer posted as Assistant Director, Employment and Counselling Centre, Ganderbal.

The disagreement reportedly concerned the role of the National Rural Livelihoods Mission (NRLM) in supporting the achievement of employment-related targets. A purported video of the meeting subsequently circulated on social media, prompting criticism over the language allegedly used during the exchange.

JKAS Association Seeks Accountability

The incident has prompted the JKAS fraternity to demand an impartial inquiry, protection for the affected officer and accountability for the alleged misconduct. The association has also called for an apology and raised concerns about maintaining dignity and professional standards in official interactions.

Political leaders from different parties have also voiced concerns and called for appropriate action. The controversy has renewed discussion about administrative accountability and the safeguards available to officers working within the Union Territory’s governance structure.

Meanwhile, the Labour and Employment Department expressed concern over what it described as selectively edited and unverified video clips, stating that the complete context of the proceedings should be considered. The department said the matter would be dealt with in accordance with applicable rules and regulations.

The Chief Minister’s intervention has placed the focus on ensuring that the matter is examined fairly, that administrative conduct is held to appropriate standards and that the junior officer is protected against any retaliatory action while the issue is addressed through the proper channels.
