Union Minister of State for Personnel, Public Grievances and Pensions, Dr Jitendra Singh, on Friday launched the Nationwide Digital Life Certificate Campaign 5.0, aimed at making pension-related services more accessible, convenient and hassle-free for senior citizens across the country.
The month-long campaign, organised by the Department of Pension and Pensioners’ Welfare (DoPPW), will continue until November 30, 2026, covering more than 2,000 cities and towns across India.
Addressing the media after the launch, Dr Jitendra Singh described the initiative as an important step towards ensuring ease of living for elderly pensioners. Referring to Prime Minister Narendra Modi’s vision of Viksit Bharat, he emphasised that senior citizens remain an important part of nation-building and that their health, financial security and well-being must receive due attention.
The campaign seeks to reduce the difficulties faced by pensioners who traditionally have to visit banks or government offices to submit their annual life certificates. Through digital technology, particularly face authentication, the government aims to simplify the process and make it accessible to pensioners regardless of their location or mobility.
Face Authentication to Simplify Pension Verification
A key feature of the campaign is the promotion of face authentication technology through the Jeevan Pramaan application. The facility enables pensioners to generate and submit their Digital Life Certificates using smartphones, including Android and iOS devices.
The technology eliminates the need for physical biometric devices and offers a simpler alternative for elderly pensioners who may find conventional verification procedures difficult.
According to the Ministry, the campaign aims to generate 2.30 crore Digital Life Certificates, including 1.50 crore through face authentication.

Special Assistance for Super-Senior Citizens
The government has placed special emphasis on pensioners aged 80 years and above, women pensioners and individuals facing health-related difficulties.
Doorstep and home-based services will be facilitated for those unable to visit designated campaign locations because of age, illness or physical limitations.
The campaign is being implemented through coordination among Public Sector Banks, India Post Payments Bank, UIDAI, the Ministry of Electronics and Information Technology, Pensioners’ Welfare Associations, Defence, Railways, Posts, the Department of Telecommunications, EPFO and State Governments.

In addition to Digital Life Certificate services, the campaign will offer facilities such as health check-ups and Aadhaar updation, while grievance officers will assist pensioners in resolving issues related to certificate submission.
Focus on Simplifying Pension Administration
Dr Jitendra Singh also highlighted broader pension reforms undertaken by the government, including Pension Adalats and the removal of outdated rules to make pension administration more transparent and accessible.
The Nationwide Digital Life Certificate Campaign 5.0 represents another step towards expanding digital public services and ensuring that senior citizens can access essential pension facilities without unnecessary inconvenience.
With its nationwide outreach and focus on face authentication, the initiative seeks to extend digital pension services to elderly beneficiaries, including those living in remote areas.
