Government Strengthens Cyber Crime Control with I4C, NCRP, and Advanced Coordination Systems

JULY 23: Cyber crime prevention and control in India primarily falls under the jurisdiction of the States and Union Territories (UTs), as ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule of the Constitution. However, the Central Government supplements these efforts by issuing advisories, extending financial assistance, and building capacity among law enforcement agencies (LEAs) to address the growing cyber threat.

To ensure a comprehensive and coordinated mechanism to tackle cyber crimes, the Ministry of Home Affairs (MHA) has set up the Indian Cyber Crime Coordination Centre (I4C) as a nodal office. A key initiative under I4C is the National Cyber Crime Reporting Portal (NCRP)https://cybercrime.gov.in – which allows citizens to report all forms of cyber crimes, with a special focus on cases targeting women and children. Complaints filed on NCRP are directed to the respective State/UT LEAs for necessary legal action.

In 2021, the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) was launched under I4C for swift reporting of online financial frauds, helping prevent fund siphoning. This system, along with the helpline number 1930, has successfully saved over ₹5,489 crore from fraudsters in more than 17.82 lakh complaints to date.

The Cyber Fraud Mitigation Centre (CFMC) at I4C brings together representatives from major banks, payment intermediaries, telecom operators, and IT companies to ensure seamless cooperation in tackling cyber fraud. So far, more than 9.42 lakh SIM cards and 2.63 lakh IMEIs flagged by police have been blocked by the government.

Under the Cyber Crime Prevention against Women and Children (CCPWC) scheme, States and UTs have received financial support for setting up cyber forensic-cum-training labs, hiring cyber consultants, and training LEA personnel. Over 24,600 officials, including judicial officers and prosecutors, have undergone training on cyber forensics and investigation.

To boost investigative capabilities, the National Cyber Forensic Laboratory (Investigation) has been established in New Delhi, handling around 12,460 cyber crime cases so far. The CyTrain MOOC platform has also trained over 1.05 lakh police officers, issuing 82,704 certifications.

I4C has introduced advanced digital tools like the Samanvaya Platform for interstate crime data analytics, leading to 10,599 arrests and over 26,000 linkages in cyber investigations. The Sahyog Portal expedites IT intermediary notices, with 72 IT firms and 35 Virtual Asset Service Providers onboarded.
