OCT 29:Chief Secretary Atal Dulloo chaired a high-level meeting to review the progress of the end-to-end digitization of Recruitment Rules across various departments in the Union Territory of Jammu and Kashmir. The initiative is a major step towards ensuring transparency, efficiency, and accountability in government recruitment processes.
During the meeting, the Chief Secretary emphasized the importance of timely completion and directed officials to make the digital portal fully operational by November 10, 2025. The new system is designed to function as a single-window platform, providing real-time access to information and ensuring a transparent, paperless, and time-bound approval mechanism for framing, updating, and finalizing recruitment rules.
Atal Dulloo highlighted that digitization will eliminate delays and discrepancies that often arise in manual processes, bringing greater uniformity and accountability to governance. He underscored that this reform aligns with the broader vision of Digital J&K Mission, which aims to integrate technology into public administration to improve citizen services and institutional efficiency.
The Chief Secretary also reviewed the progress made by various departments in uploading and validating existing recruitment rules on the digital platform. He instructed them to expedite pending work and ensure coordination with the General Administration Department (GAD) and the Information Technology Department for seamless implementation.
Officials briefed the Chief Secretary on the key features of the portal, including automated workflow, digital approval tracking, and historical data management. The system will also help departments streamline HR management and enable easy reference to past recruitment frameworks, ensuring that all future amendments are digitally documented and accessible.
This initiative represents another milestone in Jammu and Kashmir’s journey toward good governance and administrative modernization. By November 2025, all departments are expected to transition to the digital system, marking a new era of efficiency, transparency, and reform-driven governance in the Union Territory.
