New Delhi, September 6, 2026: India has secured continued leadership in regional postal cooperation with Dr. Vinaya Prakash Singh, a 1988-batch Indian Postal Service officer, being re-elected as Secretary-General of the Asian-Pacific Postal Union (APPU) for a second consecutive four-year term.
Dr. Singh was elected unopposed by acclamation during the 14th APPU Congress held in Bangkok on September 4, reflecting the confidence placed in his leadership by postal administrations across the Asia-Pacific region.
His second term will begin in January 2027 and continue through December 2030.
Recognition of India’s Role in Postal Cooperation
Dr. Singh’s re-election represents significant recognition of India’s contribution to international and regional postal cooperation.
The APPU, headquartered in Bangkok, is an intergovernmental organisation comprising 32 member countries. It functions as a Regional Union of the Universal Postal Union (UPU), the United Nations specialised agency dealing with postal services.
Since taking charge as Secretary-General in January 2023 after his first election at the 13th APPU Congress in 2022, Dr. Singh has worked towards strengthening cooperation among postal administrations and supporting the modernisation and development of postal services across the region.
Second Term to Focus on Regional Collaboration
His renewed mandate provides an opportunity to further advance cooperation among Asia-Pacific postal administrations and address shared priorities in the rapidly changing postal sector.
With postal services increasingly adapting to digital transformation, evolving customer expectations and new logistics requirements, regional collaboration remains important for strengthening postal networks and improving service delivery.
Three Decades of Administrative Experience
Dr. Singh brings more than three decades of experience in government and postal administration.
During his career, he has served in several senior positions, including Member of the Postal Services Board, Senior Deputy Director General and Chief Vigilance Officer in the Department of Posts, Chief Postmaster General of Uttar Pradesh Circle and Chief General Manager at India Post Headquarters.
He has also undertaken assignments with the Union Public Service Commission, United Nations Development Programme in Afghanistan and the Army Postal Service Corps.
Strong Academic Background
Alongside his administrative career, Dr. Singh has an extensive academic background.
He was a Gold Medallist in Modern History from the University of Allahabad and holds a Ph.D. in Management from IIT Delhi.
His combination of administrative experience and academic expertise has contributed to his leadership role within the APPU.
