JUNE 23: Lok Sabha Speaker Shri Om Birla delivered the valedictory address after the two-day National Conference of Chairpersons of Estimates Committees of Parliament and State/UT Legislatures, held at the Maharashtra Vidhan Bhawan. The conference was organized to commemorate 75 years of the Estimates Committee and focused on strengthening fiscal oversight and enhancing democratic governance.
In his address, Shri Birla emphasized the importance of institutional synergy, financial accountability, and integration of technology in governance. He stated that democratic institutions must work together efficiently to implement public policies effectively and uphold transparency in administration. He called for greater adoption of digital tools such as AI and data analytics in monitoring public spending to ensure better service delivery and fiscal discipline.
Highlighting the constructive role of Parliamentary Committees, Shri Birla noted that these bodies are not meant to oppose the government but act as supportive and corrective instruments, providing evidence-based recommendations. He called on members to reinforce the committees’ role in bridging the executive and legislature through active, collaborative, and accountable engagement.
Shri Birla advocated coordination between the Estimates Committees of Parliament and those of State and UT legislatures. He stated that public representatives, with their deep grassroots understanding, are best positioned to ensure that budgetary resources are used effectively for social welfare and justice. He stressed that every rupee spent should benefit the people and that the committees must ensure that welfare schemes are impactful, relevant, and reach the intended beneficiaries.
Emphasizing technology-led governance, he praised initiatives like Direct Benefit Transfers for reducing leakages and ensuring targeted delivery. He urged for equipping Committees with digital capabilities to enhance transparency and efficiency in public expenditure.
The Speaker also suggested organizing similar conferences for other legislative committees to encourage knowledge sharing and adoption of best practices across legislatures. He expressed confidence that the resolutions adopted will pave the way for stronger legislative oversight and people-centric governance.
Six key resolutions were unanimously adopted during the conference, which saw participation from Chairpersons and Members of Estimates Committees from 23 States and UTs. Dignitaries including Maharashtra Governor Shri C.P. Radhakrishnan and Deputy Chairman of Rajya Sabha Shri Harivansh also addressed the session.
