Fifth Session of 18th Lok Sabha Ends with Speaker’s Stern Message on Discipline

AUG 21: The fifth session of the 18th Lok Sabha, which commenced on 21 July 2025, concluded today with a strong message from Speaker Om Birla on the need to uphold parliamentary dignity. In his valedictory address, Shri Birla expressed deep anguish over repeated and planned disruptions that, he said, undermined the credibility of the House.

The Speaker observed that sloganeering, placard displays, and continuous deadlock not only disrupt proceedings but also erode the public’s trust in elected representatives. “The nation expects its Members of Parliament to engage in serious, meaningful discussions on issues of public interest and important legislations,” he stressed.

Highlighting the contrast between commitments and outcomes, Shri Birla noted that while the Business Advisory Committee had allocated 120 hours for debates, the House could conduct business for only 37 hours due to disruptions. Of the 419 starred questions listed, only 55 could be answered orally, he added.

Despite disruptions, the session did see progress on the legislative front. A total of 14 government bills were introduced, and 12 bills were passed. The House also held special discussions on significant national matters. On 28–29 July, members debated ‘Operation Sindoor’, with the discussion concluding after a reply from the Prime Minister. Later, on 18 August, a session was dedicated to celebrating the achievements of India’s space programme.

The Speaker also emphasized the need for dignified language and conduct in Parliament. He reminded members that their behavior, both inside and outside the House, should reflect restraint and set an example for the nation. “Parliament is the temple of democracy, and its decorum must be preserved,” he said.

As the House adjourned sine die, Shri Birla urged members across party lines to rise above disruptions and commit to constructive debates that strengthen democracy.
