Divisional Commissioner Jammu, Vikas Kundal, reviewed the progress of cases related to the conferment of ownership rights to Displaced Persons (DPs) and West Pakistani Refugees (WPRs) under Government Orders 100, 101 and 105, directing the concerned Deputy Commissioners to expedite pending cases and ensure time-bound disposal.

During the review meeting, the Divisional Commissioner assessed the status of applications received under the government orders and emphasised the need to address pending claims without unnecessary delays. He directed the Deputy Commissioners to undertake a detailed examination of all cases and ensure that eligible beneficiaries receive the ownership rights in accordance with the prescribed rules and procedures.

He also instructed the district administrations to revisit rejected claims on merit, ensuring that genuine applicants are not deprived of their rightful benefits due to procedural shortcomings or incomplete assessments.

Directions for Faster Disposal of Pending Cases

Stressing transparency and accountability in the implementation process, Vikas Kundal asked the Deputy Commissioners to regularly monitor the progress of applications and remove administrative bottlenecks affecting their disposal.

He called for a systematic approach to processing applications, with clear timelines and proper documentation at every stage. The officers were also directed to ensure that applicants are kept informed about the status of their cases and are provided appropriate guidance regarding documentation and other requirements.

Awareness Camps and Field-Level Outreach

To improve public awareness and facilitate access to the scheme, the Divisional Commissioner directed district administrations to organise awareness camps and undertake extensive field-level outreach.

These initiatives will help displaced families and West Pakistani Refugees understand the eligibility criteria, application procedures and benefits available under the relevant government orders.

The administration was also asked to strengthen coordination among the concerned departments to ensure that eligible cases are identified and processed efficiently.

The review forms part of the administration’s efforts to facilitate the conferment of ownership rights to eligible Displaced Persons and West Pakistani Refugees in Jammu and Kashmir.

The directions underline the importance of transparent decision-making, merit-based consideration of claims and timely delivery of government benefits to eligible families.
