Divisional Commissioner Anshul Garg Reviews Major Administrative Issues with District Commissioners
DEC 4:Divisional Commissioner Kashmir Anshul Garg chaired a comprehensive review meeting with all District Commissioners (DCs) to assess the progress of several critical administrative and public welfare initiatives. The meeting focused on ensuring faster delivery of government services, prompt beneficiary support and timely resolution of long-pending cases across Kashmir division.
The review covered some of the most important governance areas, including appointments under SRO-43, self-employment schemes, land transfer approvals, BSNL tower installation, grievance disposal, and housing for families affected by terrorism and cross-border shelling. The agenda also included the annual revision of stamp duty, a key regulatory exercise for land and property transactions.
Push for Timely SRO-43 Appointments for Families of Terror Victims
A major highlight of the meeting was the status of SRO-43 cases, which provide compassionate appointments to the next of kin of civilians and officials killed in terror-related incidents. The Divisional Commissioner directed DCs to ensure time-bound processing of pending cases so affected families receive support without avoidable delays.
He stressed that families who have lost their loved ones in terror attacks must be given priority attention, and all departments should coordinate closely to expedite approvals.
Acceleration of Self-Employment Schemes
The Divisional Commissioner also reviewed the uptake of self-employment and livelihood schemes, calling for enhanced awareness campaigns and effective implementation. He asked DCs to identify eligible youth, streamline documentation, and ensure that benefits under programmes like Mumkin, Tejaswini, and other mission youth schemes reach beneficiaries quickly.
He highlighted that expanding livelihood opportunities is essential for building resilience, empowering youth and strengthening grassroots economic stability.
Clearance of Land Transfer Cases and Infrastructure Approvals
Progress on land transfer cases, especially those involving public infrastructure and essential services, was examined in detail. The Div Com instructed revenue officials to resolve bottlenecks and complete pending verifications, ensuring that key development projects proceed without interruption.
This includes land requirements for government institutions, educational facilities, community assets and public utilities.
Installation of BSNL Towers for Improved Connectivity
The meeting reviewed the status of BSNL tower installation, a crucial component in enhancing digital connectivity in remote and underserved areas. The Divisional Commissioner urged all districts to facilitate clearances, site access, and land availability so that communication infrastructure can be strengthened across the Valley.
He stressed that high-quality digital networks are essential for public services, education, emergency response and modern governance.
Grievance Disposal and Citizen Redress Mechanisms
Ensuring efficient grievance redressal was another key agenda point. The Div Com directed DCs to regularly monitor public grievance portals, hold hearings and ensure timely disposal of complaints. He stated that the administration must maintain transparency, responsiveness and accountability in addressing citizen concerns.
Housing Support for Families Affected by Terrorism and Cross-Border Shelling
The meeting discussed the status of housing schemes dedicated to families affected by terrorism and cross-border shelling. The Divisional Commissioner instructed district teams to prioritize such cases, ensure financial assistance is disbursed without delay and expedite construction under approved schemes.
He emphasized that rehabilitation and support for these families remain a top administrative priority.
Annual Revision of Stamp Duty
DCs also briefed the Div Com on the annual revision of stamp duty rates, which is crucial for accurate valuation and regulation of land and property transactions. He directed officers to ensure a transparent and efficient process while addressing any discrepancies in rate proposals.
