Jammu, October 11, 2026: Senior Indian Administrative Service (IAS) officer Govind Jaiswal, a 2007-batch officer of the AGMUT cadre, has been posted to the Jammu and Kashmir segment of the cadre by the Union Ministry of Home Affairs (MHA), with reports indicating that he may be appointed Principal Secretary to Lieutenant Governor Manoj Sinha.

Govind Jaiswal’s Return to J&K
Jaiswal belongs to the Arunachal Pradesh-Goa-Mizoram and Union Territories (AGMUT) cadre, which includes officers serving in several Union Territories and states under the common cadre structure.
During his central deputation, he served as Joint Secretary in the Department of Higher Education under the Ministry of Education.
His return to the Jammu and Kashmir segment comes at a time when administrative appointments and transfers are drawing attention across the Union Territory.
