OCT 05: The first meeting of the Informal Group of Ministers on Special Campaign 5.0 was held today under the chairmanship of Union Minister Dr. Mansukh Mandaviya and co-chaired by Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions. The meeting reviewed the progress achieved during the Preparatory Phase (15–30 September 2025) and expressed satisfaction with the outcomes.
The Ministers emphasized a holistic and saturation-based approach for the Implementation Phase (2–31 October 2025), directing the expansion of Special Campaign 5.0 to Local Bodies, Municipalities, State Governments, PSUs, and the Private Sector. Ministries were asked to identify five focus areas and best practices for implementation, while outreach meetings with FICCI, CII, ASSOCHAM, and NASSCOM were proposed to engage private stakeholders.
Dr. Mandaviya underscored the importance of behavioural change and youth participation, suggesting the appointment of student and youth ambassadors to spread awareness on cleanliness. He also encouraged corporate partnerships and MSME collaborations to innovate waste management, especially in urban areas.
Dr. Jitendra Singh urged ministries to transform Special Campaign 5.0 into a mass movement, integrating technology, innovation, and community engagement for sustained cleanliness, space optimization, and record management. He highlighted the potential of digital tools, automated waste segregation, and e-scrap management in improving governance and creating livelihood opportunities.
The meeting reaffirmed the Government’s commitment to institutionalizing cleanliness and administrative efficiency under the leadership of Prime Minister Shri Narendra Modi, while sharing best practices across ministries, states, and public institutions to strengthen the campaign’s long-term impact.
