AUG 09: The Department of Administrative Reforms and Public Grievances (DARPG) has intensified collaboration with Right to Services (RTS) Commissions of States and Union Territories to strengthen e-service delivery under the NeSDA Way Forward framework. A meeting chaired by Shri V. Srinivas, Secretary, DARPG, on 8 August 2025, brought together RTS Commissioners from Chandigarh, Punjab, Uttarakhand, Meghalaya, Assam, West Bengal, Haryana, and Maharashtra. Dr. Surendrakumar Bagde, Director General, National Centre for Good Governance (NCGG), also participated.
Secretary Srinivas highlighted that the total number of e-services in India has crossed 22,000, with significant growth in States where RTS Commissions operate. He outlined plans for deeper collaboration to enhance e-service delivery, particularly in four key sectors — land, labour, finance, and environment — to promote ease of living and ease of doing business.
The meeting also reviewed the pilot API integration between CPGRAMS and the Haryana RTS Commission, aimed at enabling real-time data sharing of State-specific service grievances. Once operational, this integration will enhance supervisory oversight and ensure faster grievance resolution.
Under the initiative, States/UTs will be encouraged to expand their list of notified services in alignment with the Right to Services Act. Service evaluation will continue through the AAKLAN benchmarking tool developed by NIC, assessing accessibility, efficiency, and citizen satisfaction.
NCGG will conduct a nine-month comprehensive study on the benefits of RTS Commissions and their impact on improving service delivery and grievance redressal. Former Maharashtra RTS Commissioner Mr. Swadheen Kshatriya welcomed the study, noting its potential to strengthen the link between good governance and effective service provision.
DARPG has invited RTS Commissions to submit proposals under the State Collaboration Initiative (SCI) to further digital transformation, improve service delivery, and empower citizens — reinforcing the Government of India’s vision for transparent, efficient, and citizen-centric governance.
