CS Atal Dulloo Calls for Stronger Climate Action, Departmental Alignment and Real-Time Monitoring in J&K
DEC 5 :Chief Secretary Atal Dulloo chaired a comprehensive high-level meeting to review the updated Climate Action Plan for Jammu and Kashmir, reaffirming the Union Territory’s commitment to strengthening climate resilience, environmental governance and sustainable development.
The review focused on ensuring that all departments adopt a coordinated and strategic approach to climate change mitigation and adaptation, particularly in sectors vulnerable to environmental stress.
Departments Directed to Align Policies with Climate Goals
During the meeting, the Chief Secretary underscored the urgent need for every government department to align their policies, planning frameworks and implementation strategies with the Union Territory’s emission reduction and climate adaptation objectives.
He highlighted that climate challenges are evolving rapidly, and robust departmental coordination is essential to safeguard communities, infrastructure and natural resources.
Dulloo instructed departments to integrate climate-sensitive planning into all major initiatives, ensuring that action taken today contributes to long-term resilience and environmental stability.
Focus on Real-Time Monitoring and Timely Implementation
A key highlight of the meeting was the emphasis on real-time monitoring systems to track progress under the updated Climate Action Plan. The Chief Secretary directed officials to adopt transparent data-driven evaluation tools to enhance efficiency, accountability and timely execution.
He also stressed that all climate initiatives—including afforestation measures, renewable energy integration, pollution control, watershed protection and disaster preparedness—must be implemented without delays.
Strengthening J&K’s Climate Resilience
The updated Climate Action Plan aims to address both mitigation and adaptation challenges across sectors such as agriculture, water resources, energy, transport, urban development and biodiversity conservation.
The plan outlines strategic interventions to reduce greenhouse gas emissions while enhancing J&K’s ability to withstand climate-induced risks such as erratic rainfall, temperature rise, glacial melt, soil degradation and extreme weather events.
Dulloo reiterated that sustained departmental commitment, policy alignment and collaborative execution remain the backbone of J&K’s long-term climate resilience vision.
A Call for Cross-Sectoral Coordination
The Chief Secretary urged departments to work in synergy, noting that climate action is not limited to the environment sector alone. He emphasized strengthening interdepartmental communication, sharing best practices and leveraging scientific expertise to ensure that climate strategies are effective, scalable and future-ready.
He also called for integrating community participation and awareness initiatives to build grassroots-level preparedness and environmental responsibility.
Conclusion
The high-level review marks a renewed momentum for J&K’s climate governance framework, setting clear expectations for departmental accountability and structured implementation. With a coordinated administrative approach and real-time oversight, the updated Climate Action Plan is expected to significantly advance the Union Territory’s efforts toward sustainability and climate resilience.
