DEC 9: Chief Secretary Atal Dulloo chaired a high-level review meeting to assess the progress on establishing new Jawahar Navodaya Vidyalayas (JNVs) and Kendriya Vidyalayas (KVs) across Jammu & Kashmir. Stressing the importance of expanding access to quality education, he called upon all departments to accelerate land identification, temporary accommodations, and infrastructure preparedness to ensure that these premier schools become operational at the earliest.

During the meeting, the Chief Secretary noted that delays in basic infrastructure and land acquisition could hinder the smooth functioning of these institutions, which are vital for educational upliftment, particularly in remote and underserved regions. He directed district administrations to remove bottlenecks swiftly and adopt a coordinated approach for faster approvals and clearances.

Highlighting the transformative impact of JNVs and KVs on rural and semi-urban communities, Atal Dulloo reiterated that the Government is committed to strengthening school infrastructure, bridging educational gaps, and providing high-quality learning environments to students from all backgrounds. He underscored that these institutions not only offer excellence in academics but also help foster national integration, discipline, and holistic development.

The Chief Secretary emphasised the need for temporary accommodations wherever permanent infrastructure is still under construction, ensuring that academic sessions begin without delay. He instructed officials to maintain close coordination with the Ministry of Education and concerned agencies to resolve pending issues promptly.

The establishment of more JNVs and KVs in Jammu & Kashmir is part of a broader strategy to improve educational access, inclusivity, and equity, especially in areas that have long remained underserved. With many districts already identified for setting up new campuses, the administration is focused on ensuring that land allotment, boundary demarcation, and building readiness progress in a time-bound manner.

Atal Dulloo stressed that the early operationalisation of these schools would significantly benefit local students, offering them opportunities that meet national standards of excellence. He also highlighted the long-term socio-economic impact of strong educational institutions, noting that investing in youth education is investing in the future of J&K.

Officials were directed to submit regular progress reports, adopt proactive monitoring mechanisms, and ensure complete transparency in the implementation process. The Chief Secretary made it clear that infrastructural delays will not be tolerated, and the administration remains fully committed to supporting the establishment of these premier institutions.

The review meeting reaffirmed the UT Government’s focus on good governance, efficient service delivery, and inclusive development, especially in sectors that directly impact the youth. With improved coordination and timely execution, the establishment of JNVs and KVs across J&K is set to give a major boost to the region’s educational landscape.
