JUNE 18: The Government of Jammu and Kashmir, in collaboration with the National e-Governance Division (NeGD) and the Indian Computer Emergency Response Team (CERT-In) under the Ministry of Electronics and Information Technology (MeitY), organized a comprehensive two-day state-level workshop on cybersecurity and crisis management at the Sher-i-Kashmir International Conference Centre (SKICC), Srinagar, on June 16–17, 2025.
Titled the “CCMP Workshop and Cybersecurity Exercise,” the event was designed to enhance cyber resilience across government departments by training senior officials in managing cyber threats and emergencies. Participants included Administrative Secretaries, Chief Information Security Officers (CISOs), Information Security Officers (ISOs), and nodal officers from across the Union Territory.
Inaugurating the workshop, Hon’ble Minister for Information Technology Shri Satish Sharma emphasized the urgency of integrating strong cybersecurity frameworks into the digital governance ecosystem. He called the initiative a timely and necessary step toward protecting critical public services and building trust in government systems.
Delivering the welcome address, Dr. Piyush Singla, IAS, Secretary to the Government, IT Department, described cybersecurity as a foundation for both good governance and citizen trust. He encouraged officers to build resilience within their departments and cultivate a cyber-aware workforce capable of responding effectively to evolving threats.
A keynote address by Shri Saurabh Bhagat, IAS, Commissioner/Secretary, FCS&CA, highlighted the dynamic nature of the cybersecurity landscape. He advocated for inter-departmental collaboration and proactive capacity-building through regular training and simulation exercises, urging officers to become “cyber warriors.”
The workshop featured a blend of policy discussions, technical presentations, and hands-on sessions. Attendees explored real-world cyber threat scenarios and participated in crisis response exercises aimed at improving institutional preparedness and coordination.
The Valedictory Ceremony included a special address by Dr. Sanjay Bahl, Director General of CERT-In, who underscored the importance of shifting from reactive cybersecurity measures to proactive resilience strategies. He also stressed the implementation of the Cyber Crisis Management Plan (CCMP) and continued engagement with CERT-In initiatives.
Closing remarks were delivered by Dr. Piyush Singla, IAS, while Ms. Mahima Madan, IAS, CEO of JaKeGA, presented the vote of thanks. This workshop aligns with the goals of the Digital India initiative, reinforcing secure and efficient governance through capable digital infrastructure and empowered officials.
