DEC 18: Minister for Transport, Youth Services & Sports, Satish Sharma today conducted an inspection of the Regional Transport Office (RTO), Srinagar, to review the quality of service delivery and assess the implementation of citizen-centric governance initiatives within the Transport Department.

During the visit, the Minister interacted with officers and staff and reviewed day-to-day operations related to vehicle registration, driving licences, permits and other public services. He stressed that transparency, efficiency and accountability must remain the cornerstones of the Transport Department’s functioning.

Focus on Citizen-Centric Governance

Satish Sharma underscored the need to ensure time-bound delivery of services, stating that unnecessary delays cause inconvenience to citizens and erode public trust. He directed the officials to strictly adhere to prescribed timelines and simplify procedures to make services more accessible and user-friendly.

The Minister reiterated that the department must adopt a citizen-first approach, where public grievances are addressed promptly and professionally. He emphasized that grievance redressal mechanisms should be responsive, transparent and outcome-oriented.

Strengthening Digital Systems

Highlighting the importance of technology-driven governance, the Minister called for strengthening digital platforms to reduce manual intervention and enhance efficiency. He said that robust digital systems not only improve service delivery but also help curb corruption and ensure transparency.

He directed officials to fully leverage online services for applications, payments and status tracking, ensuring minimal physical visits to offices. Special emphasis was laid on improving system reliability and staff responsiveness to digital queries raised by citizens.

Improving Public Interface at RTOs

During the inspection, the Minister also reviewed public interface arrangements, including help desks and information counters. He stressed the importance of courteous behaviour and clear communication with citizens, especially senior citizens and first-time applicants.

He asked officers to ensure that adequate guidance is provided to applicants so that procedural issues do not become obstacles to availing services.

Commitment to Good Governance

Satish Sharma reaffirmed the government’s commitment to good governance and public service reforms in Jammu and Kashmir. He stated that RTOs must function as model offices reflecting transparency, efficiency and professionalism.

The Minister directed senior officers to regularly monitor service delivery standards and submit periodic reports to ensure continuous improvement.

The visit concluded with an assurance that the Transport Department will continue to upgrade its systems and processes to provide hassle-free, reliable and citizen-friendly services across the Union Territory
