MAY 24: India, through the Department of Telecommunications (DoT) and the National Communications Academy – Technology (NCA-T), Ghaziabad, hosted a Virtual Capacity Building Session on Digital Transformation under the BRICS ICT Working Group. The event brought together digital leaders from BRICS nations to exchange best practices, discuss common challenges, and enhance cooperation in Information and Communication Technologies (ICT).

The session was inaugurated by BRICS Chair Mr. Daniel Cavalcanti and Mr. Atul Sinha, Director General of NCA-T. Mr. Cavalcanti lauded India’s leadership in organizing the event and underlined its contribution to key areas such as mobile security, cyber resilience, and digital infrastructure. Mr. Sinha emphasized the importance of cross-border collaboration to co-develop scalable, secure digital technologies aimed at empowering citizens.

The session featured four thematic tracks, each addressing critical areas in the digital transformation landscape:

Session I: Empowering Mobile Users
India highlighted its flagship initiative Sanchar Saathi, designed to combat mobile-related fraud and promote transparency. The initiative serves as a model for citizen-centric policies that protect user rights and ensure inclusive access to mobile services.

Session II: Cyber Resilience for the 21st Century
Led by India and Brazil, this session explored national strategies for enhancing cyber resilience. Discussions emphasized rapid response capabilities, preparedness, and the need for international cooperation to address evolving cyber threats.

Session III: Foundation of Digital Public Infrastructure (DPI)
The session focused on the creation of secure and interoperable digital ecosystems. India showcased AADHAAR as a pioneering DPI that has transformed service delivery through digital identity. China also shared its experience in developing digital infrastructure. DPI was recognized as a catalyst for inclusive and efficient governance.

Session IV: Digital Twin – Revolutionizing Public Infrastructure
India presented the Sangam Digital Twin initiative, a cutting-edge platform leveraging AI and predictive simulation for real-time infrastructure planning. China contributed its perspective on Digital Twin technology. The session emphasized data-driven decision-making as key to smarter, more sustainable infrastructure.

In his concluding remarks, Mr. Avinash Agarwal, Deputy Director General, DoT, and Mr. Cavalcanti reaffirmed BRICS’ shared commitment to mutual learning and collaborative innovation.

The session served as a platform for knowledge exchange and set the stage for deeper strategic partnerships to drive inclusive, secure, and future-ready digital societies across BRICS nations.
