NOV 13: Chief Secretary, Atal Dulloo, today chaired a comprehensive review meeting to assess the ongoing initiatives and achievements of the Centre for Innovation, Technology and Governance (CiTAG), aimed at strengthening governance efficiency, innovation, and capacity building across Jammu and Kashmir.
The meeting was attended by senior officials including Additional Chief Secretaries of Planning, Agriculture Production, and Power Development Departments; Principal Secretary, Culture; Commissioner Secretary, GAD; Director, IIM; MD, JPDCL; and CEO, CiTAG, among others.
Reviewing CiTAG’s ongoing projects, the Chief Secretary emphasized the need for integrating technology, data-driven governance, and innovative practices to enhance public service delivery. He called on CiTAG to act as a catalyst for administrative transformation and capacity enhancement across departments.
Mr. Dulloo directed the expediting of Public-Private Partnership (PPP) initiatives identified by CiTAG, including the outsourcing of Hotel Ashok Jammu, Hotel Ashok Gulmarg, and the International Yoga Centre at Mantalai, to ensure professional and sustainable operations.
He also reviewed knowledge-based projects like the Skill Gap Study, PPP Policy Framework, FDI Promotion Policy, Urban Mobility and Road Safety Plans, and Start-up Promotion Initiatives.
Highlighting CiTAG’s roadmap, the CEO informed that key studies and strategic projects, scheduled for completion between December 2025 and March 2026, will focus on employment skill gaps, agricultural growth, FDI attraction, and entrepreneurial development. Upcoming initiatives under Vision 2047 include blockchain and AI-based governance systems, fiscal strengthening, and data digitization.
