5 Aug: In a powerful step toward national integration and equal opportunity, Jammu & Kashmir has now issued over 83,000 domicile certificates to individuals from outside the Union Territory—marking a transformative shift in the region’s administrative and socio-economic landscape.

This change follows the abrogation of Article 370, a historic move that has redefined access to land, jobs, education, and public resources in J&K. Where once opportunities were restricted to ‘permanent residents,’ today they are open to all eligible Indian citizens—a clear signal of inclusion, constitutional equality, and unity.

For decades, many who lived and worked in Jammu & Kashmir—like children of government employees, long-time settlers, or Valmiki community members—had no legal path to ownership or public-sector employment. With the domicile certification system, these longstanding disparities are being addressed, bringing a broader citizen base into the developmental fold.

While political discourse around these changes continues, on the ground, the impact is evident. The growing number of domicile holders from across the country reflects a new wave of opportunity—one that blends integration with investment, mobility with merit, and inclusion with innovation.
