JUNE 25: In a major step toward digital transformation in electoral management, the Election Commission of India (ECI) successfully rolled out its newly developed platform, ECINET, during the recently held bye-elections in five Assembly constituencies across Kerala, Gujarat, Punjab, and West Bengal. The Commission had earlier introduced ECINET on May 4, 2025, as a comprehensive digital platform integrating over 40 of ECI’s web and mobile applications into a single system.
Under the leadership of Chief Election Commissioner Shri Gyanesh Kumar, and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, the Commission operationalised key modules of ECINET during these bye-elections. The implementation marks a significant milestone in ECI’s ongoing efforts to enhance transparency, efficiency, and real-time information sharing in the electoral process.
One of the most notable achievements of the ECINET rollout was the direct uploading of Voter Turnout Reports (VTR) by Presiding Officers (PROs), eliminating the need for the earlier manual data collation. This innovation not only reduced the time lag in publishing voter turnout data but also ensured greater accuracy and transparency. PROs were able to upload final turnout figures from their respective polling stations before departing, enabling the public to access timely updates on approximate voter turnout percentages through ECINET.
Another key outcome was the accelerated generation of Index Cards, made available within 72 hours of poll result declaration. Previously, the manual preparation and verification process could take several days to months. Now, using ECINET’s integrated data systems, most fields in the Index Card are auto-filled, significantly reducing workload and turnaround time.
The Index Card, introduced in the late 1980s by the ECI, is a post-election statistical document that provides a constituency-level breakdown of essential election metrics. These include the number of candidates, total electors, votes polled, party-wise and candidate-wise vote shares, gender-based voting patterns, and regional variations. Though non-statutory, these reports serve as critical tools for researchers, academicians, policymakers, journalists, and the general public, facilitating a deeper understanding of electoral dynamics.
The Index Cards for the recent bye-elections are now publicly accessible through the “Bye-Elections” tab on the ECI’s official website at https://www.eci.gov.in/statistical-reports.
With the full-scale rollout of ECINET in the coming weeks, the Commission aims to make the electoral process more streamlined, transparent, and voter-friendly.
