SEP 01: Ms. T.C.A. Kalyani, a senior officer of the 1991 batch of the Indian Civil Accounts Service (ICAS), today assumed charge as the Controller General of Accounts (CGA) in the Department of Expenditure, Ministry of Finance. She is the 29th officer to hold this esteemed position.
An alumna of Lady Shri Ram College, Ms. Kalyani graduated with a Gold Medal in Political Science from the University of Delhi. She later pursued an M.A. in International Politics and an M.Phil. in West European Studies from Jawaharlal Nehru University. Over a career spanning more than 34 years, she has developed expertise in public financial management, accounting reforms, governance, and administration.
Ms. Kalyani has held significant assignments across ministries, including Defence, Telecom, Fertilizers, Finance, Social Justice & Empowerment, Information & Broadcasting, and Home Affairs. She has been a strong advocate of transparency and efficiency through technology-driven reforms. A notable contribution was her leadership in implementing the Direct Benefit Transfer (DBT) scheme for fertilizer subsidies, ensuring timely assistance to farmers.
Her impact extended to the corporate sector as well, where at Mahanagar Telephone Nigam Limited (MTNL), she spearheaded the digital transition to online bill payments and kiosks. She also played a crucial role in the revival of Fertilizer Corporation of India Limited.
Before this appointment, Ms. Kalyani served as the Principal Chief Controller of Accounts, Ministry of Home Affairs, managing budgeting and accounting for one of the government’s largest ministries.
With her wealth of experience, Ms. Kalyani is expected to further strengthen India’s public financial management system, promote innovation, and enhance transparency in government accounting.
