India Showcases Digital Justice and ADR Reforms at SCO Forum

OCT 29: Union Minister for Law and Justice, Shri Arjun Ram Meghwal, represented India at the Twelfth Session of the Justice Ministers’ Meeting (JMM) of the Shanghai Cooperation Organisation (SCO) Member States held through video conferencing on 29 October 2025.

Addressing Justice Ministers from SCO countries, Shri Meghwal highlighted the transformative steps taken by India under the leadership of Prime Minister Narendra Modi to build an accessible, inclusive, and technology-driven justice system in line with the vision of Viksit Bharat@2047.

The Minister underlined key reforms aimed at ensuring access to justice and promoting business growth, including the E-Lok Adalat, which leverages technology and Alternative Dispute Resolution (ADR) to deliver faster and transparent dispute resolution. He also noted India’s focus on framing business-facilitating laws and rules, such as the Commercial Courts Act and Arbitration & Conciliation Laws, to create a favorable environment for investment and ease of doing business.

Shri Meghwal encouraged SCO Member States to strengthen cooperation through the exchange of legal expertise, best practices, and innovations in justice delivery. He also stressed the importance of digital transformation in the legal sphere to enhance efficiency and public access.

The meeting saw extensive deliberations on ADR cooperation, legal information sharing, and digitisation of justice systems. A Joint Statement was adopted reaffirming collective commitment to collaboration in the legal domain under the SCO Development Strategy 2035.

The next SCO Justice Ministers’ Meeting will be hosted by the Republic of Tajikistan in 2026.
