APRIL 9: In view of the approaching harvesting season, a crucial meeting was held today at the Directorate of Agriculture, chaired by Arvinder Singh Reen, the Director of Agriculture Production and Farmers Welfare. The purpose of the meeting was to thoroughly review and finalize the arrangements for the procurement of wheat for the Rabi Marketing Season (RMS) 2025-26. With the wheat harvest season approaching, the meeting focused on streamlining the procurement process to ensure a smooth and efficient operation for the benefit of farmers.

Director Reen emphasized the importance of an organized procurement operation, particularly focusing on direct procurement from farmers by the Food Corporation of India (FCI) through the Direct Benefit Transfer (DBT) mechanism. This approach aims to prevent the distress sale of wheat by farmers and ensures they receive the Minimum Support Price (MSP) of Rs 2,425 per quintal, as set by the Ministry of Agriculture Production and Farmers Welfare.

One of the key outcomes of the meeting was the announcement that 21 Wheat Procurement Centres (Mandis) would be established across Jammu Division for RMS 2025-26. These centres will be strategically located, with 11 in Jammu district, 9 in Kathua, and 1 in Samba. The selection of these sites was made after thorough discussions on the feasibility and accessibility for farmers, ensuring that the centres are easily reachable and can accommodate the needs of the farming community.

The meeting also discussed the infrastructure requirements for these procurement centres, which include providing space, gunny bags, logistical support, and other essential resources. Special attention was given to ensuring that all necessary facilities are in place for a smooth procurement process. A key part of the discussion also revolved around the appointment of MLCs and DNOs, engaging Farmer Producer Organizations (FPOs) in the procurement process, and streamlining payment arrangements.

Reen directed that the cleaning charges be fixed by the Deputy Commissioners and ensured that the Agriculture Department would assist with the availability of tarpaulin sheets for procurement operations. It was also stressed that information regarding the procurement process be widely disseminated to farmers to ensure maximum participation.

The FCI officers present at the meeting assured that they would be ready to receive wheat stocks until May 31, 2025, with the possibility of extending the deadline if necessary. The meeting was attended by key officials, including Satish Sharma, Joint Director Agriculture (Extension/SLUB), Parveen Kumar Gautam, Divisional Manager FCI, and other senior officers, along with Chief Agriculture Officers and FPOs from Jammu Division who participated virtually.
