APRIL 3: Department of Pension & Pensioners’ Welfare (DoPPW), in association with the Department of Legal Affairs, organized a hands-on training session on the Legal Information Management & Briefing System (LIMBS). The session, held under the chairmanship of the Secretary (Pension), was attended by senior officials from the Department, with the aim of strengthening the monitoring and management of legal matters related to pensions.
The Secretary (Pension) emphasized the significance of LIMBS as a powerful knowledge management tool that helps in identifying high-priority court cases and ensuring effective monitoring of all legal proceedings. He urged officials handling legal matters to regularly update the details of ongoing cases on the LIMBS portal to ensure timely and accurate tracking of case statuses.
The LIMBS training session was conducted by trainers from the LIMBS Team of the Department of Legal Affairs. The trainers provided comprehensive insights into the software’s functionalities, including how to update cases and manage users within the Department. A detailed presentation was given to explain the various features and utilities of LIMBS, which serves as an effective tool for monitoring pension-related court cases at various levels, including Central Administrative Tribunals, High Courts, and the Supreme Court of India.
The session was highly interactive, with officials raising queries, all of which were addressed in a detailed manner by the LIMBS team. The trainers also offered hands-on support to ensure that the officials were comfortable navigating the system. Additionally, the officials from DoPPW provided valuable suggestions for further improving the software, highlighting areas where the system could be enhanced for better efficiency and functionality.
Given the large number of pension-related court cases that the Department manages, the Secretary (Pension) stressed the importance of having an efficient tool for monitoring cases, preparing affidavits, appointing advocates, and filing timely replies. He pointed out that an effective case management tool like LIMBS is crucial for safeguarding the government’s interests in legal matters. The DoPPW has already informed all Ministries and Departments through an Office Memorandum (O.M.) dated 15th July 2024, urging them to refer cases to DoPPW at the first appellate stage when judgments against the government’s policies are made. This step is aimed at improving the presentation of policies and rules before appellate courts.
This training session marks a significant step towards capacity building within DoPPW and sensitizing officials about the importance of monitoring legal matters effectively and ensuring timely action to protect the interests of the government.
