NHRC and Ministry of External Affairs to Launch ITEC Capacity Building Program on Human Rights for Senior NHRI Officials

𝐈𝐧𝐝𝐢𝐚𝐧 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧

MARCH 3: The National Human Rights Commission (NHRC), India, in collaboration with the Union Ministry of External Affairs (MEA), is organizing a six-day Indian Technical and Economic Cooperation (ITEC) Executive Capacity Building Programme on human rights for senior-level officials from the National Human Rights Institutions (NHRIs) of the Global South. The event will be held in New Delhi from March 3rd to 8th, 2025, and will be attended by 47 participants from NHRIs of 14 countries across the Global South, including Madagascar, Uganda, Samoa, Timor Leste, DR Congo, Togo, Mali, Nigeria, Egypt, Tanzania, Mauritius, Burundi, Turkmenistan, and Qatar.

This specialized programme is designed based on the needs and feedback provided by the NHRIs of the participating countries. It aims to provide a comprehensive understanding of various dimensions of human rights, international perspectives, and NHRC India’s experiences over the past three decades. Eminent experts with domain knowledge and expertise in capacity building and training will serve as the resource persons for the sessions. The programme will be inaugurated by Justice V. Ramasubramanian, Chairperson of the NHRC, India, on Monday, March 3rd, 2025.

The overarching objective of the programme is to enhance awareness among NHRI participants on human rights practices and provide a platform for sharing experiences and best practices. The programme aims to foster South–South cooperation, improve collaboration, and enhance human rights protection mechanisms through comprehensive capacity building. It also seeks to provide participants with insights into international human rights frameworks and offer a deeper understanding of NHRC India’s work, methodologies, and achievements in human rights protection.

The expected outcomes of this capacity-building initiative include a better understanding of international human rights dimensions, the ability to adopt best practices from NHRC India’s experiences, improved networking and collaborations between NHRIs at regional and international levels, and the enhanced capability of participants to contribute to human rights promotion and protection in their respective countries.

Participants will engage in a series of lectures, interactive sessions, and field visits led by distinguished experts and practitioners in the field of human rights. They will also experience cultural immersion activities designed to help them understand the socio-cultural contexts of India and the significance of human rights in such settings. This initiative is part of NHRC’s ongoing outreach efforts aimed at building capacity among senior officials of NHRIs, thereby enhancing their role in the global human rights landscape.
