SEP 01: Prime Minister Shri Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Tianjin, China, from 31 August to 1 September 2025. The summit brought together leaders for extensive discussions on SCO’s Development Strategy, reforms in global governance, counter-terrorism, peace and security, economic cooperation, and sustainable development.
Addressing the gathering, Prime Minister outlined India’s vision under three key pillars – Security, Connectivity and Opportunity. Stressing that peace, stability, and security are essential for growth, he urged member nations to take firm and coordinated action against terrorism, including terror financing and radicalization. He thanked SCO members for their solidarity following the Pahalgam terror attack, and underscored that there can be no double standards in tackling terrorism. He emphasized the need to hold accountable those states that perpetrate or support cross-border terrorism.
On connectivity, Prime Minister highlighted India’s commitment to projects like the Chabahar Port and the International North-South Transport Corridor (INSTC), stating that improved connectivity would strengthen trust, trade, and development across the region.
PM Modi also called for greater collaboration in areas of startups, innovation, youth empowerment, and shared heritage. He proposed the creation of a Civilizational Dialogue Forum under the SCO framework to enhance cultural understanding and people-to-people ties.
Reiterating India’s support for the SCO’s reform-oriented agenda, the Prime Minister welcomed initiatives to establish centers dealing with organized crime, drug trafficking, and cybersecurity. He also stressed the need for reform of global institutions, including the United Nations, to better reflect contemporary realities.
Prime Minister Modi thanked Chinese President Xi Jinping for his hospitality and congratulated Kyrgyzstan on assuming the next presidency of the SCO. The summit concluded with the adoption of the Tianjin Declaration, reaffirming the group’s shared commitment to security, cooperation, and sustainable growth.
