AUG 29: The inaugural meeting of the India–Singapore Joint Consultative Committee (JCC) on Law and Dispute Resolution was held on August 29, 2025, in Singapore, under the framework of a bilateral Memorandum of Understanding (MoU). The session was co-chaired by Shri Arjun Ram Meghwal, Union Minister of State (Independent Charge) for Law and Justice, and Mr. Edwin Tong, Singapore’s Minister for Law and Second Minister for Home Affairs.
Both leaders highlighted the growing legal collaboration between the two nations, which mirrors their expanding economic engagement. Minister Tong emphasized the pivotal role played by key institutions such as the Singapore International Arbitration Centre (SIAC) and the India International Arbitration Centre (IIAC) in global dispute resolution. He urged India to consider ratifying the Singapore Convention on Mediation, to which it is already a signatory.
Shri Meghwal reiterated India’s commitment to becoming a global hub for arbitration, with a strong network of credible institutions and sustained legal reforms. He referenced India’s deep-rooted history in mediation and underlined steps like amendments to the Arbitration and Conciliation Act, 1996, and the Mediation Act, 2023, which have enhanced the efficiency and credibility of India’s dispute resolution framework.
Discussions featured knowledge-sharing on arbitration, mediation, and commercial courts. Dr. Anju Rathi Rana, Secretary, Department of Legal Affairs, highlighted India’s move from ad-hoc to institutional arbitration, capacity-building efforts, and investor-friendly legal reforms.
Singapore’s representatives shared the evolution of SIAC, SIMC, and SICC, with strong case volumes and innovations like expedited timelines and summary procedures.
The meeting concluded with both sides agreeing to deepen cooperation, focusing on training, capacity-building, and the exchange of best practices to build a robust, future-ready dispute resolution ecosystem.
