JULY 24: In a collaborative step towards empowering urban administrators and advancing the goals of Mission Karmayogi, the Capacity Building Commission (CBC), Government of India, and the Housing & Urban Development Department, Government of Odisha, jointly organized a comprehensive capacity-building workshop on July 23, 2025, at the Odisha Urban Academy, Bhubaneswar.
The workshop aimed to enhance the capabilities of officials from Urban Local Bodies (ULBs) across Odisha, equipping them with the skills, tools, and knowledge required to deliver citizen-centric, transparent, and efficient urban governance.
Graced by distinguished dignitaries, the event featured addresses by Dr. Alka Mittal, Member – Administration, CBC; Smt. Usha Padhee, IAS, Principal Secretary, H&UD Department, Odisha; Shri S.P. Roy, Joint Secretary, CBC; Shri Satrughna Kar, Additional Secretary, H&UD; and Dr. Santanu Rath, Director, Odisha Urban Academy.
Speakers highlighted the importance of continuous learning, institutional transformation, and digital enablement to meet the evolving demands of urban administration. They praised Odisha’s pioneering role in integrating digital learning into governance, aligned with the National Programme for Civil Services Capacity Building (NPCSCB).

A major highlight was the live demonstration of the iGOT Karmayogi platform, India’s flagship digital learning platform for public servants. Participants were introduced to its self-paced, modular learning pathways designed for professional development across varied roles. Odisha was applauded for onboarding over three lakh government officials onto the platform, reinforcing its leadership in digital governance.
The initiative reflects a joint commitment to building a resilient, responsive, and future-ready urban administrative workforce. By fostering a culture of lifelong learning, performance-based growth, and citizen-first governance, the workshop demonstrated how Mission Karmayogi is transforming India’s public service landscape to meet the aspirations of a new and self-reliant India.
