SEP 10: The Department of Pension & Pensioners’ Welfare (DoPPW) has begun preparations for the Nationwide Digital Life Certificate (DLC) Campaign 4.0, scheduled to run from 1st to 30th November 2025 across all 1,600 districts and sub-divisional headquarters in the country.
A high-level review meeting was held on 9th September, chaired by Shri V. Srinivas, Secretary (Pension), with senior representatives from 19 Pension Disbursing Banks and India Post Payments Bank (IPPB) in attendance.
The meeting reviewed the achievements of DLC Campaign 3.0, which generated 1.62 crore Digital Life Certificates, including over 50 lakh through Face Authentication technology. Over 1,900 camps were organized in 800+ locations, in collaboration with banks, IPPB, Central Government departments, and Pensioners’ Welfare Associations.
Bank representatives, including senior executives from SBI, PNB, and IPPB, confirmed the preparedness of their networks and doorstep service channels to ensure smooth operations during DLC 4.0.
Key outcomes of the meeting included the finalization of daily DLC targets, scheduling of camps in 1,600 locations, and a plan to offer doorstep services for very senior and differently-abled pensioners. Stakeholders also agreed to use the NIC DLC Portal for real-time monitoring and reporting.
A nationwide awareness campaign will be launched in October 2025, utilizing SMS, WhatsApp, social media, banners, and local media to inform pensioners about their options.
DLC Campaign 4.0 aims to be the largest pensioner outreach initiative ever, with a target of 2 crore DLC submissions, expanding the use of Face Authentication to ensure ease of living and universal coverage for India’s pensioners.
